Son of Miss Emily Etty Whale (her birth name) (6 Apr 1888- 1956) b. Stafford d. Lichfield Staffordshire.

She was the adopted daughter of Mr Thomas and Mrs Florence Millington, landlady of the Swan Inn, 36 Foregate Street, Stafford till 1934.
After Mrs Millington's death in 1934 Emily was admitted to the Stafford Poor Law Institution, and is recorded still there in the 1939 Register as Henrietta Whale.
On Francis birth certificate her name is given as Emily Hetty Whale - a domestic servant.

Emily's  surviving younger children Elizabeth and Florence were placed in the Stafford County Council Children's Home. It is probable that Francis was also taken in to care when his mother was admitted to the poor house.
